E-Invoicing in Malta

Country Situation

General Description

Malta has transposed the EU eInvoicing Directive 2014/55/EU via legal notices 403 and 404 of 2018. All central contracting authorities, local councils, and other public entities must be able to receive and process e-invoices that comply with the European standard, EN 16931.

There is no B2G supplier mandate requiring businesses to issue e-invoices. However, suppliers are encouraged to use structured e-invoices because all Maltese public authorities must accept them for contracts above EU procurement thresholds.

Is B2G e-invoicing mandatory in Malta?
No. Businesses are not legally required to issue e-invoices. The mandate is only on public authorities, who must be able to receive EN 16931-compliant e-invoices.
What formats are accepted?
Invoices must follow EN 16931, typically implemented through Peppol BIS billing 3.0 (UBL)
How are e-invoices transmitted?
Invoices are exchanged through the Peppol network. There is no central Maltese e-invoicing platform.
Is there a national CIUS?
No. Malta uses the European standard directly without additional national extensions.
Are suppliers obliged to issue e-invoices?
No. Suppliers are only encouraged to do so, but authorities must accept them if issued.
