General Description

Estonia has a strong tradition of e-government and digital public services, and e-invoicing plays an important role in this ecosystem. For most B2B and B2C transactions, the use of e-invoices remains voluntary. However, as of 2025 companies are able to register and require their suppliers to issue invoices in a format compliant with the European standard EN 16931.

For business-to-government transactions, e-invoicing has been mandatory since 1 July 2019. All suppliers to the Estonian public sector must issue structured e-invoices, either using the Peppol BIS Billing 3.0 XML standard or the national Estonian format, EVS 923 (known locally as e-arve). In practice, companies typically send their invoices either through the Peppol network, which is especially valued for international and cross-border interoperability, or via local service providers and accounting software connected to Estonia’s e-invoicing infrastructure.

Is e-invoicing mandatory in Estonia?
B2G: Yes. Since 1 July 2019, suppliers to public authorities must send invoices as structured e-invoices compliant with EN 16931.

B2B and B2C: This is currently voluntary however mandatory e-invoicing has been proposed to start in January 2027.
Can I oblige my suppliers to send me electronic invoices?
As of 1 July 2025, companies registered as “e-invoice recipients” in the commercial register can require their suppliers to send structured e-invoices. This marks a shift: from a seller obligation toward a buyer’s right to demand e-invoices. If the parties haven’t agreed otherwise, the default format is the European standard (EN 16931).
What is the standard format for e-invoices in Estonia?
Estonia has adopted a national standard that is fully compliant with the european standard on electronic invoicing (EN 16931). This ensures interoperability with other EU countries. The format is XML-based, allowing for structured data exchange.

What is the mandatory archiving period for e-invoices in Estonia?
The legal archiving period for all accounting source documents, including electronic invoices, is seven years. The seven-year period starts from the end of the financial year to which the invoice relates. During this time, the invoice's integrity, authenticity, and legibility must be guaranteed.
How are cross-border e-invoices handled?
At this moment, cross-border transactions are not part of any mandate, but thanks to Estonia's adoption of the European Standard and its connection to the Peppol network, Estonian companies can easily send and receive compliant e-invoices with partners across the EU.
