E-Invoicing in Andorra

Country Situation

General Description

Andorra has introduced a phased B2G e-invoicing regime as part of its public procurement reform. The public-sector e-Invoice portal and register was launched for the general administration on 1 October 2024, with paper invoices accepted only until 1 January 2025. From 1 January 2026, the same model extends to communes and other public-sector entities.

The legal obligation is on public authorities, who must receive invoices via the portal in structured electronic format. Suppliers are not directly mandated to issue e-invoices under the regulation, but in practice, any invoice submitted to public bodies must go through the portal (or an alternative channel authorised by regulation), making e-invoicing a de facto requirement for suppliers.

The regulation highlights interoperability with EU/EEA standards (EN 16931), and Peppol BIS Billing 3.0 (UBL 2.1) is supported for B2G delivery.

FAQs

Do suppliers need special identification to use the portal?
Yes. Access to the portal requires a qualified electronic certificate issued by Andorra’s trust service office (OSCEPA) or another recognised e-ID mechanism.
Is there a cost to use the portal?
No. The government provides the e-Invoice portal free of charge to suppliers. However, if suppliers connect via Peppol, there may be access point or service provider fees.
Can I test my invoices before going live?
Yes. The government provides a sandbox / pre-production environment via the portal for testing invoice submissions.
Do I need to use electronic invoicing for private customers?
No. The mandate only applies to invoicing public authorities. B2B and B2C transactions remain outside the legal scope.
What languages can invoices be issued in?
The regulation does not impose language rules on invoice content. In practice, invoices are generally issued in Catalan, Spanish, or French, depending on the contracting entity.
