General Description

Italy is widely regarded as a pioneer in electronic invoicing, having introduced one of the most comprehensive mandates in Europe.

Since January 2019, all domestic B2B and B2C invoices between Italian businesses and consumers must be issued electronically and transmitted through the Sistema di Interscambio (SDI), the central exchange platform managed by the Italian tax authority.

Although certain taxpayers were initially exempt, the scope of the mandate has gradually expanded. From July 2022, most small businesses were required to join the system, and by January 2024 all remaining exemptions were removed, making SDI the universal channel for invoicing in Italy.

The obligation also extends to cross-border transactions: instead of submitting the former “esterometro” report, companies must now transmit data on foreign invoices via SDI. Technical compliance relies on structured XML formats in line with EU standards.

For businesses, Italy’s model brings both challenges and advantages. While adapting ERP systems and invoicing processes has required investment, the centralised approach has simplified reporting, reduced administrative burdens, and created a more transparent and efficient business environment.

How does e-invoicing in Italy work?
E-invoicing, or *Fatturazione Elettronica*, is a digital invoicing system in Italy where invoices are issued, transmitted, received, and stored in a structured electronic format. It is a specific XML file that adheres to the "FatturaPA" format. Exchange of invoices occurs in a centralised manner through the government platform (SDI).
Is e-invoicing mandatory in Italy?
The obligation was introduced in stages. Electronic invoicing became mandatory for business-to-government (B2G) transactions in 2014, before being extended to all business-to-business (B2B) and business-to-consumer (B2C) transactions from January 2019. The scope was then gradually widened to include small businesses and taxpayers under the flat-rate regime, with the final deadline of 1 January 2024 bringing even micro-enterprises into the system.
What is the role of the SdI (Sistema di Interscambio)?
The SDI is the government’s central exchange system, managed by the Italian Tax Authority (Agenzia delle Entrate).
It validates e-invoices (format, mandatory fields, VAT numbers) and forwards them to the customer. Only invoices passing through SdI are considered valid for tax purposes.

What is the format of an Italian e-invoice?
The required format for an Italian e-invoice is an XML file that follows the "FatturaPA" technical specifications. This standardised format ensures that the invoice data can be machine-read and processed automatically.
What is a *Codice Destinatario*?
A *Codice Destinatario*, or recipient code, is a 7-digit alphanumeric code that identifies the electronic address (usually a third-party e-invoicing provider) where a business receives its e-invoices. When issuing an e-invoice, the supplier must include the recipient's *Codice Destinatario* to ensure it is delivered correctly by the SDI. The buyer needs to have it configured on the SDI Portal.
How do I receive e-Invoices?
You must provide your suppliers with either your *Codice Destinatario* or your PEC address. Once an invoice is sent to you, the SDI will deliver it to the designated address. You can then view and process it through your service provider.
Are cross-border transactions included in Italy?
Since 1 July 2022, data for cross-border transactions (both sales and purchases) must also be transmitted to the SDI in the e-invoice XML format. For invoices issued to foreign customers, a generic *Codice Destinatario* of "XXXXXXX" is used. For invoices received from foreign suppliers, the Italian business must create a self-invoice in the XML format and send it to the SdI.
What are the storage requirements for e-invoices?
Electronic invoices, along with their delivery and receipt notifications, must be digitally stored for a minimum of 10 years in a way that ensures their authenticity, integrity, and legibility over time. This requires a specific digital preservation process (*Conservazione Elettronica a Norma*) that is compliant with Italian law. Many e-invoicing service providers offer compliant long-term storage solutions.
