Country Situation
Cyprus is advancing its digital transformation in public procurement and VAT compliance. In accordance with EU Directive 2014/55/EU, Cypriot public authorities must be able to receive and process electronic invoices adhering to the European Standard (EN 16931).
Currently, e-invoicing in Cyprus is only mandatory for public authorities to receive electronic invoices in B2G transactions. Suppliers can voluntarily issue e-invoices using the national government portal or the Peppol network, which facilitates seamless cross-border exchange with other EU public bodies.
There is no general mandate for businesses to issue e-invoices in B2B or B2C transactions yet. Nonetheless, the Ministry of Finance and the Tax Department are actively preparing for upcoming EU-wide reforms, particularly the ViDA initiative, which will progressively extend structured e-invoicing and digital reporting to encompass more transactions in the near future
